The key words are “single file vertical formation” so any of the upper Conex boxes need to only be supported by “single” Conex boxes underneath them at each level. Also to clarify “vertical formations”, unlike the military formations 
, there are no requirements for the stacked Conex boxes to be lined up (i.e. the formation can be crooked as they are stacked up vertically).
